A COUNCIL BLUNDER has meant that 150 dog owners fined under the anti-fouling laws are to escape payment. An administrative error has meant that the council started handing out tickets for the dog control orders before going through the arcane procedure, which involves stamping the new laws with a wax seal and depositing them in the archives. The blunder has lost the council £13,040 worth of fines.

SCHOOL SUMMER HOLIDAYS should be scrapped, according to a new study. The Institute for Public Policy Research think-tank has revealed that pupils are falling behind in class because they do not practise reading, writing and arithmetic during the six-week break. They have described this lull as 'summer learning loss'.

COLDPLAY have announced UK tour dates for this year. The four-piece will be playing at the MEN Arena on December 11 and 12 and at the Liverpool Echo Arena on December 10. The group release their fourth album 'Viva La Vida Or Death And All His Friends' on June 12. Tickets go on sale at 9.30am on Friday 30 May.

SIR ALEX FERGUSON is set to spend £50m on summer transfers in the next fortnight, according to the Daily Mirror. Sevilla's Brazilian duo, striker Luis Fabiano and defender Daniel Alves, are top of Fergie's list at a cost of around £30m. Alves is seen as Gary Neville's permanent replacement as right-back. Manchester City defender, Micah Richards, is also one of Fergie's favourites, at a cost of £20m.
